Kyoto's case is one sentence: you wake up inside it. Fushimi Inari at 06:00 is transcendent and at 09:00 it is elbow to elbow — commuting from Osaka puts you in the second group. You pay for that dawn access: Japan's highest lodging tax since March 2026, pricier rooms, and evenings that go quiet when the day-trippers leave.

What the March 2026 tax change actually costs

The math nobody ran

Kyoto's new lodging tax is Japan's highest and applies to every room at every price. Here is what it does to a real booking.

From 1 March 2026, Kyoto charges per person per night: ¥200 under ¥6,000, ¥400 to ¥20,000, ¥1,000 to ¥50,000, ¥4,000 to ¥100,000, and ¥10,000 (~$63) above that — no exemptions, no caps, projected to raise ~¥13.2bn a year. Osaka's bands, raised in September 2025, top out at ¥500 and rooms under ¥5,000 pay nothing.

Take a couple in a ¥60,000/night room for three nights. In Kyoto that's ¥4,000 × 2 people × 3 nights = ¥24,000 in tax — about $152. The identical stay in Osaka: ¥3,000. The ¥21,000 difference buys roughly eighteen round trips between the two cities on the JR Special Rapid — or one very good dinner in Tenma with change.

And the tax gap sits on top of the base-rate gap: Osaka's budget rooms run ¥6,000–9,000 against Kyoto's ¥7,000–10,000, mid-range ¥10,000–15,000 against ¥12,000–18,000, luxury ¥28,000+ against ¥35,000+. Dollar prices convert at ¥157.7 = $1, the rate on 3 August 2026 — a 40-year yen low, but one that moved 4% in a single week in late July. Treat every $ figure as a snapshot and the ¥ figure as the real price.

2. Is USJ on the itinerary? Osaka, and it isn't close — you want rope-drop at 08:00, not a 75-minute commute after a 06:30 alarm.

3. Are dinners the highlight of your day? Osaka. Kyoto's kitchens close early and its price-performance under ¥5,000 loses to Tenma, Fukushima and Ura-Namba every single night.
