Harukas 300 is 127 m higher and fully enclosed — the right call in rain, in summer heat, or if maximum altitude is the point. And if ¥2,000 feels steep for a city best seen from street level, the ¥500–800 ferris wheels see the same skyline for a third of the price.

The ¥500–800 views nobody prices
The third optionOsaka's skyline is a mid-tier sight. If you suspect ¥2,000 is too much for it, you're right — and the city agrees, at a discount.
HEP Five ferris wheel, ¥500–600 — the red wheel on the Umeda mall roof, boarding from the 7th floor, topping out at 106 m, three minutes from Osaka Station. The best value view in Kita, and air-conditioned gondolas beat an open roof in August.
Don Quijote Ebisu Tower wheel, ¥600 — the oblong wheel bolted to the Don Quijote on the Dotonbori canal. The best night wheel in the city, because you rotate directly above the neon and the Glico sign rather than looking at them from three kilometres away. Pair it with a Dotonbori dusk walk.
Tempozan Giant Ferris Wheel, ¥800 — 112.5 m on the bayfront, free with the Amazing Pass, and the natural add-on to Kaiyukan next door. Bay sunsets over the container cranes are better than they sound.
Osaka Museum of History 10th floor, ¥600 admission — not a deck at all, but the museum's full-height window is arguably the single best view of Osaka Castle in the city, better than anything from inside the castle itself. Closed Tuesdays.
